Job Highlights MITRE is seeking a dynamic Project Leader (PL) who will lead, shape, and manage all MITRE work for the Defense Information Systems Agency?s (DISA?s) National Background Investigation System (NBIS) Program Management Office (PMO). DISA is designing and building NBIS to completely replace current Office of Personnel Management (OPM) background investigation systems. The PL for this effort will work directly with a member of the Senior Executive Service and focus a 7 STE MITRE team on refining the MITRE-developed NBIS conceptual architecture into implementation-level detail sufficient to enable DISA to ?own the technical baseline.? The successful PL will enable DISA to let multiple small, precise contracts for system subcomponents, increasing healthy competition, innovation, and agility while meeting very stringent security and privacy requirements. Working in the public interest, the successful candidate will provide expert systems engineering and policy guidance to senior DoD and OPM leadership across multiple stakeholder communities, organizations, and programs. The project leader must be able to tackle tough problems, be an innovator, and be able to adapt to changing priorities and circumstances.
The Project Leader for this effort must be able to develop and oversee execution of cross-disciplinary technical strategies to deliver detailed systems design on an aggressive schedule. The PL must also guide the program through the Defense Acquisition process tailored for a high visibility agile acquisition. The candidate will also leverage his or her knowledge of the DISA portfolio to effectively leverage other DISA capabilities such as the Joint Information Environment (JIE) and Cloud Services.

Key Functions
The NBIS PL will be a key leader of MITRE?s Secure Enterprise Operations and Services department (J52C). The PL will also be a member of MITRE?s Cyber and Enterprise Systems program division (J520) leadership team. The PL will build and manage teams to effectively execute the work program, and must have a vision for where the project should be going to maximize impact for the customer. The PL will champion the MITRE Shared Leadership Model, which ensures that these teams work together to understand customer needs, define strategies, shape work programs, manage defined work, ensure appropriate stakeholder engagement, and deliver high-quality products to our customers. Specific expectations include:
- Coordinate work across MITRE portfolios and speak with one voice to all customers
- Drive integration and interoperability across multiple systems to measurably reduce costs
- Apply rigorous systems engineering practices to increase successful program delivery
- Leverage the best available expertise regardless of location in the Corporation
- Know the Defense Information Systems Agency and its key leaders; become a trusted advisor capable of speaking truth to power and identify areas for maximum impact aligned to Agency strategic priorities
- Clearly present complex technical issues to senior executive management and earn their support for change
- Shape the work program and project outcomes consistent with NSEC?s FFRDC role. Identify specific deliverables and maintain an executable project management plan to achieve the specified outcomes while balancing project constraints (budget, scope, schedule, resources, and risks).
- Ensure adherence to MITRE?s established policies and procedures, contracts, and the performance work statement (PWS).
- Predict future project needs and proactively ensure resources are available ahead of need
- Identify the level of effort required for project activities, track delivery and performance, and manage the project budget to deliver high quality deliverables on time and on budget
- Draft future-year project plans and secure sponsor commitment
- Develop and maintain the project staffing plan and select staff to execute the plan
- Build a culture of teaming, establish and maintain high morale, quickly and fairly resolve personnel issues, participate in staff development, and reward and recognize staff
- Assist the DISA Portfolio Division (Z640) to develop a customer value analysis and a five-year customer strategy.
- Be a strong technical contributor on the most challenging issues

Project Leaders must work full time at the MITRE Ft. Meade (Annapolis Junction) site.
Preferred Qualifications
Knowledge of: cybersecurity; agile development; large-scale system acquisition processes and their artifacts; the Security, Suitability, and Credentialing Enterprise; and background investigation processes.
BS degree in CS, EE, Information Technology or other technical discipline. Advanced degree desired.
- 10 years experience supporting DoD
- 5 years experience with Enterprise Services-related programs/acquisitions/technologies.
- 3 years experience conducting technical operations in support of high-level DoD staff (OSD, DISA, DoD CIO, Joint Staff, Joint Task Forces, Component Commands, or Combatant Commands) with direct experience in the development and coordination of strategies and architectures. Experience with large-scale enterprise systems is desired.
Minimum Education/ Experience
BS and 10 years of related experience including 2 years of leadership experience.
Travel Statement This position will require overnight travel up to 10 % of the time as well as some local travel.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
