Smartlink is looking to hire a Proposal Specialist in Annapolis, MD.

Under minimal direction, has primary responsibility for overall development and production process of assigned customer proposals. Ensures that proposal documents are compelling and focused on the client's specific needs and requirements. Works with cross-functional teams to create a compelling proposal. These teams include operations, services, subject matter experts, marketing and management. Establish and ensures that proposal project timelines, budgets and development process are followed.

Manages the overall production process and development of a proposal document. Maintains responsibility for the proposal document from message of value creation, content delivery, editing/formatting and actual production and delivery of the document.
Interviews services directors, subject matter experts and other Smartlink resources to develop and write compelling, cohesive, concise, creative and original responses to RFPs, RFIs and other proposal-related documents.
Researches and obtains customer specific information such as customer web sites and annual reports to customize the proposal documents to reflect those messages or ideas key to the customer.
Identifies and actively engages all appropriate Smartlink personnel to develop and review relevant sections of the proposal. Seeks approval from subject matter experts, executives, business development, sales, etc. for key items within the bid response.
Designs and produces computer-generated graphics, charts, tables, multi-media graphics, and text material for visual presentation or import into proposal document.
Actively participates in all meetings and calls regarding the project overall. May be requested to attend bidders' conferences, site visits, and project tours on an as needed basis. Prepares trip reports and debriefs proposal team on information and intelligence gathered.
Coordinates a thorough review of the final proposal documents with appropriate parties, including pricing, graphics, content and solution to ensure consistency, accuracy and completeness.
Assists in the maintenance of an on-line library of proposal-related documents. Recommends updates of content for service offering descriptions, proposal boilerplate, case studies, etc.
Produces and delivers the final proposal document (hard copy and/or electronic) to the customer.
Coordinates design and development of a presentation PowerPoint to summarize key points of proposal as well as captures look/feel/tone, to assist sales, after the proposal is submitted.
Assists the Sales and Marketing team(s) with the creation of sales support materials as needed.
Responsible for the coordination of e-auctions.
Performs other duties and projects as assigned.

Skills
Experience evaluating and responding to commercial client requests for information, quotations, and proposals
Have a demonstrated ability to manage complex proposals against tight deadlines, with a can do attitude.
Handle multiple projects, interface with clients and prospects, and deliver superior proposal documents.
Proactive and team-oriented. Must have advanced experience with Microsoft Office Suite.
Relevant industry knowledge a plus.
Excellent communication skills (written and oral)
Exceptional facilitation and organization skills
Able to function well in a deadline-driven work environment, in which priorities change quickly and work products must be generated rapidly
Requirements
Bachelor's degree in Journalism, Communications, Marketing or Business.
A minimum of four years' experience as a proposal specialist or industry experience with proposals/writing required.
Ability to travel up to 10%Estimated Salary: $20 to $28 per hour based on qualifications.
